It appears CityMD has engaged in a classic case of fraudulent activity much like when someone steals Leonard's food from the refrigerator claiming amnesia. Only this time the Department of Justice caught them red handed submitting false claims for Covid tests designated for uninsured patients. Using government funds for personal gain sounds eerily similar to a failed experimental hypothesis.

Ah the noble whistleblower like Batman emerging from the shadows to reveal the truth. Stephen Kitzinger the hero of our story reported the alleged fraud in 2020. In return he will receive over $2 million for his bravery. That's enough money to purchase an entire comic book store with all the latest editions of Flash.
